New rules of entry to Russia for foreign citizens: mandatory application 72 hours prior to arrival

From June 30, 2025, new rules will come into force for foreign nationals entitled to visa-free entry to Russia. As part of a pilot project to modernize entry and exit rules, travelers will be required to apply for entry no later than 72 hours before their intended arrival. In urgent situations, such as the need for emergency treatment or the death of a close relative, the application can be submitted just 4 hours before entry.
To submit the application, foreign nationals will be able to use a special electronic platform where they will have to provide the necessary data. For minor children, the application will have to be filled in by parents or guardians. The validity of the submitted application will be 90 days from the date of submission, and a unique code will be required to be shown at the border.
Foreigners will be able to track the status of their application through their personal cabinet, where information on its acceptance or rejection will be available. In case of rejection, the reasons will be indicated and information on the possibility of re-filling a new application will be provided. The cabinet will also provide information on the right or prohibition to enter the country.
It is important to note that for foreign citizens entering Russia on a visa, it is not necessary to submit such an application.
The experiment will last until June 30, 2026, and if successful, this measure may become permanent.
