A humanitarian visa to Russia is a permit that allows visitors to enter Russia for the following purposes:

  • establishing, formalizing or developing scientific, cultural or socio-political ties;
  • engaging in sports;
  • performing religious activities;
  • charitable activities;
  • delivery of humanitarian aid.

Before applying for a visa, an invitation must be issued. Without an invitation, the visa application will not be processed. Support for humanitarian visas can be provided through the receipt of an invitation from the Ministry of Interior or the Ministry of Foreign Affairs of the Russian Federation. The Russian host country is responsible for receiving the relevant invitation and forwarding the original or scanned version of the visa support to the applicant. Thus, it is necessary to contact the Russian party to issue the appropriate invitation for a humanitarian visa.

Humanitarian visas can be single-entry or double-entry visas for up to three months and multiple-entry visas for up to one year. EU citizens have the opportunity to obtain a multiple-entry humanitarian visa valid for up to five years, which is due to the visa facilitation agreement between Russia and the EU.

Citizens of countries not on the list may visit Russia without the need to apply for a regular humanitarian visa or an electronic humanitarian visa. The period of stay is from 30 to 90 days during any 180-day period. The period of stay depends on citizenship.

Belarusian citizens can move freely within the territory of Russia, which means that there are no restrictions on the length of stay and they can engage in various types of humanitarian activities.


After arrival in Russia

To legally stay in Russia, it is mandatory to:

Obtain an immigration card: it will be issued when entering a Russian port. The card consists of two parts requiring you to fill in your details. One part of the card is left with the border police, and you must have the other part with you.

Register your humanitarian visa in Russia: the visa must be registered if your stay in Russia will last more than a week. If you are staying in a hotel, the visa registration is handled by the hotel. If you are staying in a private house, the registration must be done by the owner of the house.

The hotel or homeowner will need photocopies of your passport, visa and immigration card pages for visa registration
