New rules for entry into Israel: on the mandatory ETA-IL permit from 2025

As of 1 January 2025, travellers arriving in Israel without a visa will be required to obtain an ETA-IL electronic entry permit. This innovative measure aims to increase control over the flow of foreign nationals visiting the country, and is intended to simplify the entry process for citizens of the 99 countries exempted from visa requirements.

Pilot period and changes in requirements

It was originally intended that the ETA-IL requirement would come into effect on 1 August 2024. However, the Israeli authorities decided to allow more time for preparation, both for travellers themselves and for transport companies. Thus, the new start date for the mandatory use of the e-permit has been postponed to 1 January 2025.

Until then, applying for an ETA-IL is not mandatory. However, travellers can apply for this permit voluntarily. ETA-IL, introduced from 1 July 2024, is currently free of charge and will remain so until the end of the year. After the end of the pilot period, from 1 January 2025, the permit will become mandatory and a fee of 25 shekels (approximately €7) will be charged.

Convenience and security

The ETA-IL electronic permit is designed to provide security and convenience for both visitors and the country. It entitles you to an unlimited number of entries into Israel within two years of receiving it, with each visit not to exceed 90 days. This is especially convenient for tourists and business travellers who visit the country frequently.

Airline preparation and advice to travellers

The Israeli Civil Registration and Immigration Authority (PIBA) has taken notice of airlines that have asked for additional time to adapt to the new requirements. These companies will have to verify that passengers have an ETA-IL before boarding flights to Israel, which will become a mandatory procedure from the beginning of 2025.

Travellers are advised to familiarise themselves with the new requirements in advance and apply for an ETA-IL well in advance to avoid inconvenience when travelling. It is also important to keep up to date as there may be changes in the application procedure or entry rules.

The introduction of the mandatory ETA-IL electronic permit is an important step to improve the entry and exit control system in Israel. This measure is aimed at enhancing security and simplifying border crossing procedures for visa-free travellers.
